Rules

 

Holders of valid tickets have the right to be located at the Festival territory, if they observe the Festival rules. By being located at the Festival territory the visitor agrees to observe the Festival rules, as well as agrees that during the Festival visitor may be photographed and filmed, and image may be used for commercial or advertising purposes without any remuneration or application of copyrights. The festival venue will be open from February 2nd to February 4th.

  • At the Festival venue visitors may be subject to the verification of identity, personal items and documents. Organizers shall have the right to prohibit entry to the Festival territory, or to ban such visitors from the Festival territory, the behavior of whom may disturb the Festival process or endanger the safety of other visitors.
  • Entry to the Festival territory is possible while the venue is open to visitors. If the visitor wishes to exit the Festival territory and return to the Festival only on the same day, the visitor must ask the entrance controller to stamp hand with a special mark.

Children under the age of 7 (including) are provided free of charge entry to the Festival, under the supervision of parents or adult guardians who hold a valid Festival ticket. 

 

FESTIVAL TICKETS

To visit the Festival, visitors are required to present a valid Festival ticket. Valid Festival tickets can be purchased at the Festival venue, at the Jelgava Culture House box office or by advance booking at Biļešu Paradīze box offices in the entire of Latvia or at the internet site www.bilesupapradize.lv. Copying of tickets and further selling is strictly prohibited. The buyer himself or herself shall be responsible for the risks of simultaneous use of ticket originals and copies. Festival can be visited, by presenting a valid Festival ticket. The ticket cannot be torn or damaged in any other way.

 

RULES IN THE FESTIVAL TERRITORY

Entry to the Festival territory is possible while the territory is open for visitors and have a valid Festival ticket. If the visitor wishes to exit the Festival territory and return to the Festival on the same day, the visitor must ask the entrance controller to stamp his or her hand with a special mark. If the visitor has been to the festival on Friday, but wants to return on Saturday, then a new entrance ticket must be purchased.

  1. The rules of internal order, in accordance with the Civil Law and generally accepted norms of behavior in society, are determined by the organizer of the event.
  2. Entry to the Festival territory is possible while the territory is open for visitors.
  3. The visitor of the event must take into account the organizer, assigned person, incl. instructions of law enforcement officers.
  4. In the Festival territory it is strictly prohibited to climb on the stage, to climb behind the fenced territory or to walk behind the fencing. For safety reasons, do not walk behind the fence of the sculptures.
  5. In the Festival territory it is prohibited to use an open flame (including candles, grills, oil lamps, torches etc.).
  6. In the Festival’s venue, visitors are responsible for their personal belongings.
  7. Children must under the supervision of an adult (parent or guardian) at the venue for the entire duration of the event. Parents or guardians are personally responsible for their under age children and their safety.
  8. For visitors under the age of 16, be in the Festival’s territory without the supervision of the parents or lawful guardians in the period from 22.00 to 6.00.
  9. In the Festival’s venue, categorically forbidden to bring and use narcotic substances. It is forbidden to bring and use alcoholic beverages purchased outside the event area. If it is found that the visitor has an alcoholic beverage that was purchased outside the event area, then the organizer or the persons appointed by him have the right to call the competent authority and hand it over to the competent authority for confiscation, but organizer will be entitled to expel the person from the Festival’s territory.       
  10. It is categorically forbidden to bring weapons and explosives into the venue. If the above listed is found with the visitor, the organizer or the persons assigned by him, law enforcement officers have the right to invite the competent authority and handing forbidden items over to the competent authority for expropriation, but to expel the visitor from the venue of the event.
  11. Visitor agrees, during the Festival they can be photographed and filmed, and their image can be used for used for coverage and promotion of the event on the organizer's website and social networks, as well as for the creation of publicity materials, ensuring public information about organized events in the public interest. If visitor don’t want if his photo is being published on the Internet, the visitor must inform the Jelgava State City local government municipal establishment of "Culture" about this.
  12. For public safety purposes, you may be subject to video surveillance and to the search personal belongings during the event.
  13. It is forbidden to carry out uncoordinated advertising activities, distribution of products, goods, informational materials in the Festival’s venue.
  14. It is forbidden to do any commercial activity at the event venue without prior written agreement with the event organizer.
  15. The Festival’s organizers shall not assume any liability for injuries suffered by the visitors during the Festival.
  16. The Festival’s organizers shall not assume any liability for the quality of the food, drinks and other goods or services sold and provided in the Festival’s territory – full liability for it is assumed by the respective service provider.
  17. Professional photography and video recording is forbidden in the Festival’s venue, not agreed with the event organizer.
  18. The organizer of the event or the persons assigned by him have the right not to let people into the place of the event or expel them from the event’s territory, if the behavior of the visitors of the event disturbs or could disturb the event progress or endangers the safety and health of other visitors and/or organizers, or the visitors of the event do not observe these rules or the instructions and orders of the organizer.
  19. Bright light/LED equipment and stroboscopic light effects may be used at the event, increased sound level is possible at certain times of the event.
  20. When the evacuation announcement or the call to evacuate is heard, leave the venue via the nearest evacuation route following signs or instructions by law enforcement officers.
  21. Immediately report to the event organizer, law enforcement officials about noticed suspicious objects, violations of the law and other security threats.
  22. Visitors to the event must follow also those rules and requirements that are not mentioned in these rules, but which the event organizer makes known during or before the event.
  23. Without the approval of the event organizer, it is forbidden to fly an unmanned aircraft (drone) over the event venue or in its direct vicinity (no closer than 100 meters).
  24. It is forbidden for the dog owner or keeper to stay with the dog in festival area, in territory of Jelgava City's Past Island, where the Ice Sculpture Festival is organized; (referring to the binding regulations of Jelgava city municipality).
  25. The Festival’s organizers shall not assume any liability for damages to personal belongings or lost and stolen belongings – we kindly advise you not to carry in and leave expensive and irreplaceable items in the Festival’s territory.
  26. The Festival’s organizers shall not assume any liability for the Festival’s organizers do not assume responsibility for unused tickets, and they will not be compensated.
  27. The Festival organizers have the right to without prior notice, change the Festival’s programme and the performance times of the artists.
  28. The Festival organizers have the right to entitled not to sell alcoholic beverages to persons that are under the influence of alcohol and may threaten themselves or other visitors of the Festival.

P.S. The storage of unauthorized objects and products outside the festival territory with the security or festival organizers is not intended.

 

Audiovisual and photo recording during the festival

 

We inform you that during the festival, in accordance with data processing requirements, for illustrative artistic purposes, recording of the event and for public information purposes, audiovisual or photo recording may be carried out. The materials obtained as a result of fixation are planned to be used for the purposes of publicity and public information, distributing information about the realized event on our websites - Jelgava.lv, kultura.jelgava.lv and festivali.jelgava.lv, in press publications, as well as creating advertisements for the next Ice Sculpture Festival and other informative materials.

 

  1. Materials obtained as a result of audiovisual and photo recording are stored until the necessary for their use disappears.
  2. In accordance with the provisions of the General Data Protection Regulation, the visitor of the festival has the right to object to the actions specified in this section and to request their termination if the recording is directly identifiable and it is technically possible for the event organizer to delete the specific visitor and/or not to use the recording.

  4. 4. In the event of a violation of personal data processing, a natural person has the right to submit a complaint to the supervisory authority, the Data State Inspectorate. Detailed information can be found on the website www.dvi.gov.lv .

 

Visitors to the festival are obliged to follow all the instructions and orders of the festival organizers related to the running of the festival and ensuring order, including those not mentioned in these rules, but made known during the course of the festival. If the festival visitor does not follow the festival rules or any other instructions and orders of the festival organizers, the organizer has the right to expel the festival visitor from the festival territory. By being at the festival venue, the visitor agrees to follow by the festival rules.

 

In case of questions and uncertainties, contact the festival staff and they will try to help you. The organizers ask you to use garbage cans, not to pollute the area and protect nature!
